Deborah Kirk, Director, PartB

Deborah Kirk is an experienced chartered architect with 20 years’ architectural and construction industry experience.

Deborah is accredited by the Royal Incorporation of Architects in Scotland (RIAS) as an expert witness and sits on the Register of Experts with the Royal Institute of British Architects (RIBA). She has considerable experience of preparing and assisting in expert reports. Deborah is also on the RIAS panel of adjudicators and has acted as adjudicator in construction disputes.

Deborah was appointed by the ARB as an Independent Inquirer between 2019 and 2021 where she was instructed to provide her opinion on various architectural issues to assist the Professional Conduct Committee with regards to matters of unacceptable professional conduct or serious professional incompetence. In 2021, Deborah become an architect member of the Professional Conduct Committee at the ARB and is now part of a panel that considers allegations against architects of unacceptable professional conduct and serious professional incompetence.

She is also the Senior Examiner and a Committee member with the Architects Professional Examination Authority in Scotland Ltd (APEAS). APEAS is responsible for setting and conducting the Examination in Professional Practice and Management for students of architecture prior to them becoming chartered architects.

Jamie Davis, Co-CEO, PartB

Jamie Davis is a chartered building engineer with 19 years’ experience in fire safety and engineering.  In recent years, he has worked at the highest levels of planning, budgeting, decision making and management, through director and managing director roles at leading fire consultancies.  He has been a fire safety consultant and delivered fire risk management & fire engineering services to a wide range of sectors.

Before moving into the private sector, Jamie spent 12 years with Kent Fire and Rescue Service, both in an operational and fire safety capacity. During his fire service tenure, he was a fire safety inspector and the lead officer for most major events , including music festivals and the 2012 Olympic and Paralympic events. Jamie's last full time post within Kent Fire and Rescue Service oversaw the enforcement department, as the lead investigating officer for alleged offences under the Regulatory Reform (Fire Safety) Order 2005. During this time, he was responsible for investigating and managing potential prosecution cases on behalf of the fire authority.  As an experienced incident commander, he understands fire service operations, fire behaviour and the application of fire safety principles on a practical level.

Jamie is very experienced in fire safety matters across all types of buildings with a particular specialism on small and large residential developments. He has consulted on design, construction and fire safety management for more than a decade. He has acted as an independent expert in several disputes (a high court litigation, a number of adjudications) surrounding construction deficiencies in residential flats, houses, and commercial buildings. He has also acts as a shadow expert advisor for a large profile incident to support a commercial client through a public inquiry and acted as an expert advisor for a client subjected to media allegations.
